New Jersey Governor Mikie Sherrill went public this week demanding FIFA foot the bill for spiralling public transport costs to MetLife Stadium, where eight matches are scheduled. NJ Transit is staring at a $48 million tab to move 40,000 fans per game. FIFA, meanwhile, is projecting $11 billion in revenue from the tournament.
FIFA's response was to point at the small print. A spokesperson noted that original 2018 Host City Agreements actually required free transport for fans, but that clause was quietly watered down in 2023 to simply require that transport be available "at cost." In FIFA's reading, they've held up their end. In everyone else's, they've left host cities to absorb costs that make the tournament look like a cash extraction exercise.
The political pressure is piling up fast
It's not just Sherrill. Senate Minority Leader Chuck Schumer called out FIFA directly: "New York commuters and residents should not subsidize an $11 billion windfall." Governor Kathy Hochul was blunter still, saying fares over $100 for a short train ride sound "awfully high" — and that it won't be happening on the MTA.
Three senior politicians in the same metro area making the same argument in the same week isn't a coincidence. This is coordinated pressure, and it's only going to intensify as the tournament approaches.
England fans are already taking note. Free Lions, the Football Supporters' Association's Fans Embassy, called it "another rip-off at this World Cup" — and they haven't even bought their tickets yet. England play Panama at MetLife in the group stage, with a second game against Ghana at Gillette Stadium in Foxborough, Massachusetts, where Boston authorities plan to quadruple return fares from the city centre to $80.
The comparison that cuts deepest
Ticket-holders at Euro 2024 in Germany got discounted public transport as standard. Not free, but discounted — a basic gesture that acknowledged fans had already spent a fortune just to be there. FIFA can't even match that bar at its own flagship event.
The governing body's argument that no other major event at MetLife requires organizers to pay for fan transport is technically defensible. It's also exactly the kind of answer that sounds reasonable in a boardroom and tone-deaf everywhere else.
With $11 billion coming in and host cities left with nine-figure transport bills, the optics aren't just bad — they're a preview of how this tournament risks being remembered.
