Tori Penso didn't just show up at the 2026 FIFA World Cup — she ran it. The Florida-born referee became the first American woman to officiate a senior men's World Cup match, taking charge of Czechia vs South Africa without a single controversial moment to her name.
That's not a small thing. The scrutiny on a referee breaking a barrier at the sport's biggest stage is enormous. Penso absorbed it, managed the game cleanly, and left no room for debate.
A career built for this moment
Penso's path here wasn't a shortcut. In 2020, she became the first woman in 20 years to referee an MLS match. She took the whistle at the 2023 Women's World Cup Final between Spain and England — the first US referee ever to do so at that stage. She worked the 2024 Paris Olympics, the 2023 and 2025 FIFA Club World Cup, and the Men's World Cup Qualifiers.
By the time she walked out for Czechia vs South Africa, her CV had already answered every question about whether she belonged. The match was just confirmation.
She is only the second woman ever to referee on the pitch at a men's World Cup, after France's Stephanie Frappart — who is also officiating at this tournament. Two women, one World Cup. That's where the sport is in 2026.
What comes next
Penso turns 40 on July 8. If FIFA rewards a clean, authoritative performance with more games — and there's no reason they shouldn't — she could yet feature in the knockout rounds. Referees who handle group stage pressure without incident tend to get called back.
- First woman to referee an MLS match in 20 years (2020)
- First US referee to officiate a Women's World Cup Final (2023)
- First American woman to referee a men's FIFA World Cup match (2026)
- One of only two women referees at the 2026 World Cup, alongside Stephanie Frappart
The Czechia vs South Africa match went smoothly. For anyone who doubted whether the occasion would be too much — Penso gave them nothing to work with.
